Tax Reform, the Social Revolution
The debate has always been caught with a focus on the need to simplify the system and reducing the tax burden, which is considered very high for the level of development of the country and especially the very poor public services offered to the population. In discussions on the subject, always said that taxw reform is essential to the country in order to generate greater economic development, employment and other related effects.
That is, the debate on tax reform is locked out of the reach of ordinary citizens that identifies the topics of interest described as a unique class of business or economic elites.
But the truth is that a well thought-out tax reform can mean a real social transformation.
In the Brazilian tax system for the largest share of revenues, about 65%, comes from taxes on production and consumption, ie, taxes levied on the supply chain (manufacturing / wholesale / retail) making up the prices of products purchased by consumers end that is who really bears this heavy burden.
As a result of this regressive system, the share of the poorest population, proportionately, paid tribute in Brazil more than the higher social classes. However, this unfair taxation is painless!
The vast majority of the population ignores how the taxation in the country and its impact on their lives, especially the portion of the humblest population that is not achieved by direct taxation.
Classes C, D and E, namely, that usually do not pay direct taxes such as property taxes, property tax and IR because they have no assets and your income is still in the range of exemption from tax, or comes from informal work, so he imagines that the debate on taxation does not interest him, and worse, imagine that it did not have standing to complain about the lousy public services that are offered because it contributes to the maintenance of these. Entrentanto this citizen pays tribute to everything that consumes, and this tax is very high and can consume more than 30% of their income.
On average in Brazil, taxes represent 40% of product prices. Imagine if the "Doe" knew that drinking your beer on weekends, he takes another one and pay the tax in respect of taxation.
Probably so he would wait quietly for hours in queues in public hospitals!Brazilians need to know how much he pays taxes, no more ignorance!
Tax reform [http://www.velosodemelo.com.br/3873/Artigos/Reforma-tributaria-a-verdadeira-revolucao-social], regardless of the need for simplification and burden reduction, should work with two pillars, in my experience: first, reduce the regressivity of the system, reducing the financial impact of taxation on prices and thereby allowing access of people to cheaper products, and second, that the citizens know exactly how much you're paying the tax on every purchase that does, we can see the impact on our lives in the tax levy and thus acquire tax consciousness.
The reduction of the fiscal impact on prices will enable the population access to lower-income products currently too expensive for your budget, giving you a better quality of life, but more importantly, this population to be aware of who is paying.
I believe that to be aware that much of your income is destined to rule indirectly through taxation, the "Smith" will not sell your vote for a "false teeth"...
