    • 1). Measure the width of your window. Multiply this number times two and add 1 inch to get the width cutting measurement of your fabric. Measure from the top of your window frame to the area where you want your balloon valance to end. Multiply this number by two and add 3 inches to get the length cutting measurement of your fabric. Write both these measurements down.

    • 2). Prepare your fabric by washing and drying it according to the manufacturer's care instructions. Iron your fabric so it lays flat. Cut your fabric according to the length and width measurements you wrote down.

    • 3). Fold the short ends of your fabric in toward the wrong side 1/2 inch and iron. Fold in another 1/2 inch and iron again. Sew each folded edge into place using a 1/4-inch seam.

    • 4). Place the long edges right sides together and pin into place. Sew along the entire edge using a 1/2-inch seam, which will create a long tube. Remove the pins and iron the seam flat. Turn the tube right-side out.

    • 5). Iron the top seam of the tube. Pin along the entire upper edge of the seam to hold it into place and sew a line 2 inches away from the upper edge to create a casing for the curtain rod. Remove the pins.

    • 6). Place the balloon valance on the curtain rod. Arrange it to it is fluffy and full. For additional fullness, stuff the inside of the tube with plastic grocery bags or tissue paper.
