A Broader Perspective: On the Proposed Refinery in Barmer
The people of Rajasthan know what is happening in the name of the Barmer refinery. If the government had land at Pachpadra, why was it proposed at Leelala? The Government finalized Leelala following land use norms and it was not finalized in a day or two. And, then suddenly, it was shifted to Pachpadra. Actually several ministers and land mafia had made investments around both places. Benami (not a specific name of proprietorship) properties have been bought in the name of innocent SC / ST individuals. Many of them don't even know that land has been bought in their names. This government finalized the place for Rajasthan refinery, even announced the venue and called Sonia Gandhi, simply to show some authenticity and oblige the Congress's first family. Otherwise, Rajasthan refinery seems to be only on paper until now.
Everyone in Rajasthan is in the favor of a refinery in Barmer, but the refinery should be set up in terms the development of Rajasthan and not at the cost of Rajasthan, which is what is being done now and even discussed in Barmer refinery news. The interest of the state must be safeguarded. The state has offered to provide land and an interest-free Rs 4,000 crore loan per annum. The natural resource of Rajasthan refinery (oil) too belongs to the state only. Then, the big question is, why state the government has only 25% share in the Barmer refinery and HPCL (Hindustan Petroleum Corporation Limited) has been given a 75% share. HPCL has major holdings, despite providing only knowledge and expertise in Barmer refinery.
The entire agreement is flawed and kills the very interest of Rajasthan and its people. Everyone knows that oil is not a perennial resource and one day it will end. We must ensure that the resource of Barmer refinery is optimally explored and its benefits be shared majorly by the people in its vicinity. Moreover, it is for the Centre to lend financial support to such a project, but in case of a refinery in Barmer, the state government is doing so.
The conclusion ends up with a thought that the project was planned in a manner that it benefits land mafia and realtors, who are in connivance with several leaders. And, the money involved is huge. A few leaders are direct beneficiaries as well. It seems that the people of Rajasthan will do justice by throwing such corrupt congress government out of power in the Rajasthan assembly elections 2013.
