The latter doesn't have such a good effect upon the kid, due to the pressure caused by the high altitudes. Anyway, before leaving for holiday with the youngest one, especially when you choose to fly, it's recommended to check with his doctor, for him to provide you some indications.

Where you are in your holiday with your child, one of you (the mother or the father) should always be near him. When he wants to go in the water he should always be accompanied by an adult.
If you know that the little one likes to swim or you want to teach him how to do it, buy him a life buoy or rescue pillows that he should always have with him when he enters the water, especially where in places where the water goes beyond his knees. Anyway, until the age of 6, it's recommended that you don't leave him alone in the water, especially if he hasn't attended any swimming course.
