If a woman dresses and looks sexy she must be feeling sexy.
He sees revealing and sexy dressing as a indication to come on to her.
, and is shocked and confused when she rebuffs or rejects him.
If she sexually excites him, then she must be feeling the same way, he presumes.

Men think that women talk too much.
This makes him indifferent to her chatter even to the point where he does not take her seriously.
Because men have a default setting, which implies that women just love to talk, they will sit and hear you and listen to you but internally screen it out.
They just mentally block it off.
He also thinks that she says what she doesn't really mean, and mean what she doesn't say.

Men think that women are irrational and nearly impossible to please.
This feeling runs very deep.
He simply cannot understand when a woman can switch emotional moods so quickly.
