Kuldeep Bishnoi and his father, Jan Nayak Swargiya Ch. Bhajan Lal launched the HJC (BL) party for the benefit and betterment of the people of Haryana. Prior to serving as a Member of Parliament in the 15th Lok Sabha,, Kuldeep Bishnoi had also served as a Member of Parliament in the 14th Lok Sabha and had represented the Bhiwani constituency in Haryana. He was elected twice as a member of the Haryana Legislative Assembly from the Adampur constituency in the years 1998 and 2009.

Kuldeep Bishnoi is more notable for his impressive victory over political scions during the 2004 Bhiwani parliamentary election. It was then that Kuldeep Bishnoi defeated stalwart political leader Late Ch. Surinder Singh of the HVP on his home turf (son of Late Ch. Bansi Lal, who is a former senior Congress leader and the former CM of Haryana), while still under the Congress party banner. He also successfully won over Sh. Ajay Chautala of the INLD party (the grandson of Late Ch. Devi Lal, a former Deputy Prime Minister of India & former CM of Haryana) and son of Sh. Om Prakash Chautala, who was the incumbent Chief Minister of Haryana.

It was Kuldeep Bishnoi victory over these two renowned political progenies that triggered a major shift in the political setup of Haryana. His victory not only completely wiped out the very existence of the HVP, but also compelled the HVP-Congress merger and moreover, it sparked the beginning of the forthright downfall of the Chautalas and the INLD party in Haryana.

In the 2005 assembly elections, Kuldeep Bishnoi had ably assisted Jan Nayak Swargiya Ch. Bhajan Lal in ensuring the astounding victory of the Congress Party. The ruling government's inward thinking and parochial policies towards Haryana forced Ch. Bhajan Lal and Kuldeep Bishnoi to quit the Congress Party and establish the Haryana Janhit Congress (BL) Party on December 2nd 2007.

The launch of the HJC (BL) people-centric regional political party was celebrated with great capacity and success during the enormous and momentous rally held in Rohtak. This was accredited as the biggest rally ever witnessed in the history of Haryana with over a million people who participated and pledged their unwavering support to both these political leaders. The support of the people was intense and undisputed and the credit goes to the fact that the HJC (BL) Party was formed by the people and for the people of Haryana. It was created with the intention of providing a sturdy political platform that leveraged the strengths and potential of the HJC (BL) leaders to cater to the ongoing issues until the aspirations of the people of Haryana are met with.

In the 2009 Vidhan Sabha election, Kuldeep Bishnoi contested as an independent candidate for the first time, following the formation of the HJC (BL) Party, and was successfully elected as an MLA from the Adampur Constituency of Haryana. The HJC (BL) Party achieved an extraordinary feat in their first Vidhan Sabha election after securing six seats and an impressive 9.9% vote share - an invincible accomplishment that national parties like the BJP and the BSP has never achieved. The Election Commission of India also instated the HJC (BL) Party as a state party that gained instant recognition.
