How to Use Inmate Welfare Fund for Staff Training
- 1). Read over the rules of the inmate welfare funds that were allocated in the specific institution. Every prison or jail has the definition of what constitutes inmate welfare, and there should be a detailed explanation of how the funds are to be used, and what procedures have to be followed for setting up new programs or for allocating those funds. Basically you need to justify that training staff falls under the jurisdiction of inmate welfare, and therefor the inmate welfare fund should pay for that program.
- 2). Submit a funding proposal to the director. This proposal needs to explain how the staff training you want the funds for falls under the rules of inmate welfare detailed in the institutional rules. For instance, if you are enacting a counseling program and you want to train staff members for it then the staff training falls right into the inmate welfare section because the training is directly necessary for the program to get started. This would not be the case if, say, you wanted to train new staff who were simply adding to the guard roster.
- 3). Begin training the staff. Once the director has given the go ahead on the funding you should be able to get the funds and begin your staff training for the inmate welfare program.
