How to Make Tiered, Tulle Ruffle Skirt

    • 1). Measure around the largest part of your hips. Cut three pieces of tulle off your roll. You need one piece that is 1 inch longer than your hip measurement, one piece that is 1 1/2 times your hip measurement and another piece that is twice your hip measurement.

    • 2). Change your stitch length on the sewing machine to as long as your machine will allow, according to the manufacturer's instructions. Sew along one of the long sides of the longest piece of tulle. When you are done, tug on one of the bobbin strands. This will cause the tulle to ruffle. Holding the bobbin string in one hand, push the ruffles down the length of the strand so they are evenly distributed. Do this until this edge is as long as the bottom of your next-longest piece, about 1 1/2 times the hip measurement.

    • 3). Lay the piece that is 1 1/2 times your hip measurement on top of your recently ruffled piece. Pin it in place. Sew along the ruffled edge, with a 1/4-inch seam allowance. Remove the pins as you sew.

    • 4). Ruffle the top of the piece with two layers --- the "top" being the shorter piece. Do this as you did the longest piece. Lay your shortest piece on the piece you just ruffled, face to face. Pin it. Sew this piece, leaving the same seam allowance. Remove the pins as you sew.

    • 5). Fold the skirt so that the stitches face outward and pin the side that runs perpendicular to the layers. Sew that seam so you now have a very basic skirt shape.

    • 6). Cut a strip of cotton about 4 inches wide and as long as your hip measurement, plus 1 inch. Measure your waist and cut a piece of elastic that is this length, plus 1 inch.

    • 7). Return the stitch length back to what it was before you changed it. Overlap the ends of the elastic by about 1/2 inch so that there are no kinks in the loop of elastic. Sew the overlap into place.

    • 8). Fold your strip of fabric in half and sew a seam into the short edge so it forms a loop of fabric. Pull the elastic around the fabric until the the top edge is in the middle of the fabric, then fold the fabric around the elastic. Match the ends of the fabric and push the elastic so it is lying flat, as far into the fold as possible. Pin and sew around it, about 1/2 inch below the elastic. Stretch the elastic as you sew. Ensure that when it passes under the machine, the fabric has no folds or kinks in it. Remove the pins.

    • 9). Hold up the body of the skirt, right-side out. Point the top of the waistband down and pull it around the outside of the skirt, matching the raw edge of the bottom of the waistband with the raw edge of the top of the skirt. Pin and sew it. Remove the pins and pull the waistband up.

      Pin ribbon to the bottom-edge of the skirt and sew it in place. Remove the pins as you sew.
