How to Troubleshoot an RCA TV D52130 With No Power on Three Blinks
- 1). Press the "TV" button on the remote control to ensure the remote is in the proper mode. The RCA D52130's remote can be programmed to control the other devices in your home entertainment center, so if the remote is currently set in VCR mode, for example, the TV will not respond to pressing the power button. Firmly press the "TV" function button on the top of the remote and again try to power on the TV.

Using the remote, access the "Parental Controls" option in the TV's main menu, highlight the "Front Panel Block" option and choose "View."
